UK proscribes Wagner Group as terrorist organisation

On 15 September 2023, the Wagner Group was proscribed as a terrorist organisation (press release, policy paper) under the Terrorism Act 2000.

Proscription of an organisation under the Terrorism Act 2000 makes it a criminal offence:

  • to belong to the organisation (section 11);
  • invite support for the organisation (section 12(1));
  • express an opinion or belief that is supportive of the organisation (section 12(1A));
  • arrange or address a meeting that furthers the activities of the organisation (section 12(2)-(3));
  • wear the organisation’s clothing (section 13); and
  • publish an image of clothing or other article of the organisation (section 13(1A)).
