EU Commission comments on human rights sanctions and QMV

The President of the European Commission, Ursula von der Leyen, has announced in her State of the Union address that: The Commission will make a proposal for EU human rights sanctions. At the EP Plenary, High Representative / Vice-President Josep Borrell said the legal acts are being drafted. She supports qualified majority voting for human rights and sanctions implementation.
