Trump confusion about US N Korea sanctions

We reported yesterday that OFAC had published new DPRK shipping sanctions guidance and had designated two entities (OFAC Notice).  President Trump then said on Twitter: “It was announced today by the U.S. Treasury that additional large scale Sanctions would be added to those already existing Sanctions on North Korea. I have today ordered the withdrawal of those additional Sanctions!”  It is not clear whether Mr Trump was referring to the shipping company sanctions or a round of new sanctions that had not yet been announced.  Sarah Sanders, White House press secretary, said “President Trump likes Chairman Kim and he doesn’t think these sanctions will be necessary,” without explaining what “these sanctions” refers to.
