EU may remove people from Ukraine sanctions list

The Wall Street Journal reports today that “EU officials and diplomats” have said that there are “legal concerns” about more than 2/3 of the people currently listed on the EU’s targeted sanctions against former Ukrainian leaders, and that at least some of them will be de-listed.
