OFAC designates Russian ransomware actor

On Wednesday 16 May 2023, OFAC designated Mikhail Matveev pursuant to section 1(a)(ii)(C) of Executive Order (E.O.) 13694 for cyberattacks against US law enforcement, businesses, and critical infrastructure.  Matveev is a Russian national who has been a key figure in the development of ransomware variants, including Hive, LockBit, and Babuk.
